This document is the trainer's guide prepared in the context of the training workshop entitled “Modern Human Resource Management” that aims at introducing participants to the human resource planning in unstable conditions and enabling methods that help assess individuals’ performance and develop their capacities and motivation to work.   Under the local and global circumstances, a three-day workshop was organized on the “Management of Public Institutions in Crisis Situations”. This workshop aims at identifying the emerging trends in the management of public institutions, carrying out some experiments and situations in managing public institutions in a crisis and focusing on providing services in unstable conditions.
