L'U.I.P.A a été créee en Juin 1974 suite au climat de solidarité et d'action arabe commune qu'a connue la Nation Arabe à cette époque, ce qui a favorisé une ambiance propice à l'accroissement de la coopértaion arabe par le biais des institutions politiques, synidcales et professionelles pan-arabes.
