Persons with disabilities are among the most vulnerable in humanitarian crises. They are often left behind when people flee, and face significant barriers in accessing humanitarian assistance and essential services. Protection concerns increase in emergency settings, with women and girls becoming more at risk of abuse and violence.

This Social Development Bulletin explores the situation of persons with disabilities in emergencies in the Arab region. It examines the role of the Convention on the Rights of Persons with Disabilities, and proposes recommendations to better ensure the dignity and well-being of persons with disabilities in times of crisis.
