In 1997, the Secretary General launched a programme for reform with the aim of preparing the United Nations for the challenges of the 21st century. The United Nations Development Group (UNDG) was charged with the elaboration of the United Nations Development Assistance Framework (UNDAF), intended to bring greater coherence to the United Nations programmes of assistance at the country level. In response, the UNDAF developed guidelines known as the Common Country Assessment
(CCA). The CCA is a country-based process for reviewing and analysing the national development situation and identifying key issues as a basis for advocacy, policy dialogue and preparation of the UNDAF.
