The Policy Brief presents synergies at the substantive and procedural levels between the United Nations Security Council resolution 1325 on Women, Peace and Security, and three other international frameworks: the Convention on the Elimination of All Forms of Discrimination Against Women, the Beijing Declaration and Platform of Action and the 2030 Agenda for Sustainable Development. The brief addresses some of the challenges that hinder the effective response to Security Council resolution 1325 at the national level by urging countries in the Arab region to adopt an integrated approach to protect and promote women's rights. It also calls for developing tools to allow a more comprehensive reading of all frameworks on women’s rights.

National mechanisms for the advancement of women in Arab countries strive to mainstream a gender perspective at all levels. To achieve this, they develop plans, strategies, initiatives and plans, as well as institutional and technical capacity-building programmes. In doing so, they take into account the concerns and needs of men and women and engage them in the preparation and implementation processes, with a view to maximizing their benefit from them.

The guide is a reference that aims at empowering service providers from official institutions such as the police, the judiciary, the public prosecution, the civil society institutions, the media, religious leaders and other actors working in the fight against violence against women. This guide also sheds the light on the establishment of fair policies for women in addressing gender-based violence in times of peace and war.
