The concept paper "Survey of Aid Effectiveness in the ESCWA region" offers a preliminary assessment of aid effectiveness in the region and suggests areas for improvements. The survey attempts to review the existing policies and mechanisms to ensure aid effectiveness by recipient countries based on the principles and indicators of Paris Declaration; and it reviews the activities, the policies and tendencies of donor countries to assess their impact and effectiveness. For benchmarking purposes, the paper examines best practice in managing official development assistance (ODA) effectively in selected individual countries and it reviews the legislative, institutional and policy frameworks governing ODA.  The survey finally offers recommendations to improve aid flow management and coordination to maximise the impact of ODA on the national economic and human development strategies of ESCWA member countries.
