The present study highlights the contribution of ESCWA to a programme aimed at modernizing the public sector in Iraq. The programme, jointly adopted by United Nations organizations, depends on a partnership between ESCWA and the Iraqi Government to strengthen public administration and participatory processes, enhance good governance and provide decentralized services. The programme also aims to strengthen government capacity to modernize the public sector at the national and provincial levels, and to reform the education, health, water and sanitation sectors.
