يزود المجلس الأوروبي الاتحاد الأوروبي بالدفع الضروري لنموه كما يحدد الخطوط التوجيهية السياسية الخاصة بالاتحاد. يجمع المجلس بين رؤساء الدول الأعضاء أو رؤساء حكومتها إضافة إلى رئيس المفوضية الأوروبية.
