(a) bilateral official development assistance (ODA),
(b) grants and concessional and non concessional development lending by multilateral financial institutions, and
(c) Other Official Flows for development purposes (including refinancing Loans) which have too low a Grant Element to qualify as ODA.

هو مجموع التدفقات الرسمية إلى البلدان النامية مستبعدا منها ما يلي: (1) ائتمانات التصدير المدعمة رسميا، (2) التدعيم الرسمي لائتمانات التصدير في حالة القطاع الخاص (والتي تعتبر أساسا موجهة لتشجيع التجارة لا التنمية، (3) المنح والقروض المقدمة لأغراض غير إنمائية. ويضم التمويل الإنمائي الرسمي وتدفقات التمويل الإنمائي الرسمي الأخرى.
