On 28 January 2016, the Centre for Syrian Studies at the University of Saint Andrews, the United Kingdom, and ESCWA joined hands to sign a letter of understanding (LOU) on the bilateral cooperation concerning the National Agenda for the Future of Syria (NAFS) programme launched by ESCWA in 2012.

The LOU was signed in London by ESCWA Deputy Executive Secretary Abdallah Al Dardari and the University’s Director of the Centre for Syrian Studies Raymond Hinnebusch. It will support issues related to social cohesion; migration; conflict mitigation and socio- economic impacts in Syria in the process of implementing the “National Agenda for the Future of Syria” (NAFS) programme.

Both sides also agreed to launch the report "The Syrian Conflict: Five Years After" by mid March 2016, in cooperation with Saint Andrews University and Chatham House.
