MOSS is a fundamental policy document for all UN field operations. It was developed in response to the threats and risks faced by United Nations staff and operations to ensure that minimal essential security practices and procedures are established and equipment and physical resources are available to mitigate the risk. MOSS is a system-wide initiative that is managed by the Department of Safety and Security (DSS).
