The Arab region is one of the world's most arid regions. They are subject to significant changes in rainfall rates from year to year, which is clearly reflected in the scarcity of water resources. Scientific research confirmed that the whole region will be exposed to severe climate changes, either from low rainfall or from high temperatures and a clear increase in the frequency of cycles of drought. These factors adversely affect agricultural productivity for rainfed and, to some extent, irrigated crops.

Arab countries are committed to enhancing the effectiveness of their public institutions. They are allocating resources to improve the quality of services provided to citizens. Developing job competencies for civil servants falls within that line, namely to enhance the attainment of the 2030 Development Goals and implement public policy. A group of experts in human resources management and other related specializations serving in various Arab public sector entities, have developed a Common Arab Regional Job Competencies Framework for Senior Public Servants within the Context of Agenda 2030 and Public Policy.

Enhancing food and water security in the Arab region necessitates raising the level of coordination in the preparation of integrated policy development, strategies and implementation of joint programs of water and agriculture, taking into consideration the environmental, economic, social and political changes.
