This paper explores Iraq’s decentralization experiment, which  highlights the challenges of fundamentally overhauling the unitary state’s structure to create a federal system in post-conflict countries with strong cultural and institutional legacies of centralization.

This survey was conducted within the framework of the ESCWA project on ICT incubators to support the Arab digital content industry. The document included the results of the survey in the main sectors of the Arab content industry, the inclusion of the Arabic language to the other languages on the Internet, the automated systems and software tools available as well as a list of proposed projects for incubators of technological innovation.
