يتعلّق هذا الدليل بتحديد مؤشّرات لقياس مختلف الجوانب المتعلّقة بتكنولوجيا المعلومات والاتصالات من حيث الإنتاج والاقتناء والاستخدام. وفي هذا السياق، تمّ الاهتمام بالبيانات الأولية لعدد من المتغيّرات التي تتناول إنتاج واقتناء وانتشار استخدام تكنولوجيا المعلومات والاتصالات. فيتناول الدليل المنهجيات والمفاهيم الإحصائية المتعلّقة بأساليب جمع البيانات الخاصة بالمتغيّرات الإحصائية. أما الجزء الآخر من الدليل، فيتضمّن كيفية احتساب المؤشرات الأساسية المدرجة استناداً إلى المفاهيم المتّفق عليها.
