Under the joint umbrella of the League of Arab States (LAS) and the Economic and Social Commission for Western Asia (UN-ESCWA), the Second Annual Meeting of the Arab Internet Governance Form (AIGF-II) will be held in Algeria under the patronage of the President of the People's Democratic Republic of Algeria HE Mr. Abdelaziz Bouteflika, from 1 to 3 October 2013 at the Palais des Nations in Algiers.
The meeting will be hosted by the Algerian Ministry of Post, Information and Telecommunications Technologies, and is being organized in close cooperation with the Egyptian National Telecommunication Regulatory Authority (NTRA) that represents the Arab IGF Secretariat and with the collaborative efforts amongst a number of pronounced international and regional organizations.
The Second Annual Meeting of the Arab IGF will be inaugurated on Tuesday 1 October 2013, and held under the slogan "Partners for Development". It will address the following focus areas: Access: infrastructure and critical Internet resources; Security and privacy: towards an environment of trust and safety; Openness and content: rights and responsibilities; and Internet and youth: the culture of innovation and development opportunities. Speakers in the meeting will address the opportunities and challenges facing the contribution of each of the focus areas towards sustainable development in the Arab region, and the opening includes a "Setting the scene" session that will address the topics related to the "Enhanced Cooperation and Multistakeholderism Principles".
A number of ICT ministers and many high-level experts and practitioners from the Arab countries will attend the inauguration of the meeting and will participate in a High-Level session organised as a pre-event to the meeting.
The Arab IGF process was established by ESCWA and LAS in 2012 following the Conference and Public Consultation to Establish the Arab IGF (Beirut, 31/1-1/2/2012) and its outcome document that was supported by the Executive Bureau of Arab Telecommunications and Information Council of Ministers (Beirut, 2 February 2012) and was endorsed by an ESCWA ministerial resolution 306/2012 as well as by an ECOSOC resolution in July 2012. The First Annual Meeting of the Arab IGF, took place during October 2012 in Kuwait and was attended by more than 300 participants from the global and regional Internet Governance communities.
This process is an instrument to implement the Arab Regional Roadmap for Internet Governance: Framework, Principles and Objectives that was developed by ESCWA and LAS in 2010; which represents a decentralized platform for dialogue and policy consultations among all stakeholders, including Governments, private sector, civil society, academics, technical community, and regional and international organizations, to discuss and debate topics and issues concerning the policies on Internet evolution and use that are important and relevant to the Arab region.
